Animal Experiments Local Ethics Committee

NEU-ANELEC works as follows:

NEU-ANELEC convenes at least once a month with the agenda to be determined by the chairman of the board and with the participation of at least two-thirds of the members.

NEU-ANELEC meetings are held under the chairmanship of the vice-chairman in the absence of the chairman. Decisions are taken with at least one vote more than half of the vote number of members attending the meeting. In the case of equality of votes, the decision is made in the direction of the chairman's vote.

NEU-ANELEC evaluates the application forms primarily within the framework of basic ethical principles and the 5-R principle.

Applications are made to NEU-ANELEC by the research supervisor, who is an advisor for theses, and BY a lecturer for other research projects.

As a result of the evaluation carried out by NEU-ANELEC, NEU-ANELEC decides as "appropriate, needs to be corrected, conditionally appropriate or not appropriate".

While the applications of the Local Ethics Committee Members are being discussed, the relevant Committee Member cannot participate in the discussions and cannot vote.

NEU-ANELEC may request preliminary experiments on a small number of animals to test the feasibility of a project. In this case, the final decision is made according to the procedures in the projects for which the "conditionally appropriate" decision is given.

Projects that have been given a "need to be corrected" decision are re-evaluated after they are corrected. Projects for which the decision is "conditionally appropriate" is followed by the animal welfare unit for a period to be determined by NEU-ANELEC, and after evaluating whether the required conditions are fulfilled or not, they are decided as "appropriate" or "not suitable", and NEU-ANELEC gives a report about the project.

NEU-ANELEC inspects whether there are any changes that may adversely affect animal welfare in the permitted projects. In case of non-compliance with the approved project, NEU-ANELEC cancels the granted permission. In case the permission is canceled, İt is ensured by the animal welfare unit that the welfare of the animals used or anticipated to be used in the project is not adversely affected.

After the approval of NEU-ANELEC, changes in the project and the people who will participate in the study are notified in writing to NEU-ANELEC by the project coordinator, and its approval is obtained.

The following interventions are not subject to the permission of NEU-ANELEC:

  • Clinical applications for diagnosis and treatment.
  • Operations with dead animals or their tissue, slaughterhouse material, waste fetuses.
  • Milking.
  • Collecting a stool or litter sample.
  • Sampling through swab.

Documents Required for Application

  1. A petition addressed to the Near East University Animal Experiments Local Ethics Committee,
  2. Application Form (must be signed by all researchers)
  3. The Application Form must also be sent to [email protected].
  4. Certificate of Use of Experimental Animals (It is not obligatory in studies conducted by veterinarians on farm animals).
  5. a) A consent form must be obtained from farm owners for farm animals (cattle, horse, sheep, goat, camel, buffalo, donkey, deer, chicken, fish, ostrich, quail, etc.);
    b)From the farm owners and the authorized institution for dog-cat -exotic animals breeding farms and zoos;
    c) From animal owners for studies to be carried out on owned cats, dogs, birds, wild animals, reptiles, and primates for non-treatment purposes.
    d)From animal owners in case the therapeutic applications are considered as academic publications.
    e) ) Permission document obtained from the TRNC Veterinary Office for studies to be carried out with notifiable animal disease agents for all kinds of animals (except genetic and environmental control studies),

    For those who are not staff of the Near East University, the permission document for the studies they will carry out at the Near East University to be obtained from the unit where the study will be carried out.

    Permission letter from the directors of the laboratories where the research will be conducted.

NEU-ANELEC meetings are held once a month. The Board may hold an extraordinary meeting when necessary.

The Board keeps the records of the applications made in accordance with the procedure. Applications are sent to all board members via e-mail.

Board members examine the files until the meeting date.

At the NEU-ANELEC meeting, the application is taken into the agenda and evaluated. The result of the evaluation is submitted to voting among the members.

Research directors who want to get approval from our Ethics Committee and apply to the Near East University or a different support institution should apply to our Ethics Committee at least one month before, taking into account the above evaluation process.

Ethics Committee Decisions related to studies approved by our local ethics committee for animal experiments at NEU are hand-delivered to the research coordinators or researchers involved in the study by obtaining the signature of the researchers
